บทคัดย่อ
บทความนี้วิเคราะห์กระบวนการโลกาภิบาล (global governance) ในการกำหนดมาตรฐานการบริการไปรษณีย์ในระดับสากล โดยอาศัยกรอบแนวคิดเรื่อง “ระบอบ” (regime) ของ Krasner และแนวคิดกระบวนการโลกาภิบาลของ Weiss และ Thakur ที่ประกอบด้วยการจัดการองค์ความรู้ การพัฒนาบรรทัดฐาน และการสถาปนาความคิดให้เป็นสถาบัน กรณีศึกษาหลักคือบทบาทของสหภาพไปรษณีย์สากล (Universal Postal Union - UPU) ในฐานะองค์กรระหว่างประเทศภายใต้สหประชาชาติที่กำหนดแนวทางมาตรฐานไปรษณีย์ทั่วโลก โดยบทความนำเสนอพัฒนาการตั้งแต่ยุคโบราณจนถึงปัจจุบัน รวมถึงกรณีศึกษาของประเทศไทยผ่านบทบาทของบริษัทไปรษณีย์ไทย จำกัด เพื่อสะท้อนให้เห็นการปรับตัวต่อมาตรฐานสากลและความท้าทายเชิงนโยบายที่เกี่ยวข้อง
