การประยุกต์ใช้ PPP ในโครงการก่อสร้างภาครัฐไทย

บทคัดย่อ
การพัฒนาเศรษฐกิจและสังคมของประเทศไทยจะก้าวหน้าไปได้ดีนั้น ขึ้นอยู่กับการลงทุนโครงสร้างพื้นฐานเป็นสำคัญ แต่ด้วยข้อจำกัดทางงบประมาณของภาครัฐ ทำให้การร่วมลงทุนระหว่างรัฐและเอกชน (Public-Private Partnership: PPP) กลายเป็นทางเลือกที่ดีในการสร้างโครงสร้างพื้นฐานที่ตอบโจทย์และยั่งยืน ประเทศไทยเริ่มนำระบบ PPP มาใช้ตั้งแต่ปี 2530 และมีการปรับปรุงกฎหมายและขั้นตอนต่างๆ อย่างต่อเนื่อง เพื่อให้สอดรับกับการพัฒนาโครงสร้างพื้นฐานขนาดใหญ่ในปัจจุบัน บทความวิชาการนี้ ผู้เขียนจะนำเสนอ 1) แนวคิดพื้นฐานของ PPP และรูปแบบที่ใช้ในภาคก่อสร้าง 2) สถานการณ์ปัจจุบันของการใช้ PPP ในโครงการก่อสร้างภาครัฐไทย 3) กฎหมายและนโยบายที่เกี่ยวข้อง 4) ความท้าทายในการประยุกต์ใช้ PPP และ 5) แนวทางส่งเสริมและพัฒนาระบบ PPP ให้มีประสิทธิภาพและเหมาะสมกับบริบทของประเทศไทย องค์ความรู้จากบทความนี้ สามารถนำไปเป็นแนวทางในการวางแผนและดำเนินโครงการ PPP ให้มีประสิทธิภาพยิ่งขึ้น ช่วยให้ทั้งภาครัฐและภาคเอกชนมองเห็นภาพรวมของความร่วมมือที่เหมาะสม รวมถึงการจัดสรรความเสี่ยงที่เป็นธรรม และการสร้างกรอบการทำงานที่โปร่งใสและยั่งยืน ซึ่งจะนำไปสู่การพัฒนาโครงสร้างพื้นฐานที่ตอบโจทย์ความต้องการของประชาชนและเศรษฐกิจของชาติได้อย่างแท้จริง
