Global Governance of Postal Service Standards

Abstract
This article examines the concept of hegemony under King Rama I during the establishment of the Rattanakosin Kingdom. Using Antonio Gramsci's theory of hegemony as a conceptual framework, the study analyzes how the king consolidated power and This article analyzes the global governance process in establishing international postal service standards, employing Krasner’s “regime” framework and the global governance model of Weiss and Thakur, which includes knowledge management, norm development, and institutionalization. The study focuses on the role of the Universal Postal Union (UPU), a specialized agency under the United Nations, in defining global postal service frameworks. It traces the historical evolution of postal governance from ancient times to the present and presents a case study of Thailand Post Company Limited to illustrate the country's adaptation to international standards and related policy challenges.
