Guidelines for the Development of the Agreement on the Development of Teachers Work based on Brahmavihara IV under Nakhon Si Thammarat Primary Educational Service Area Office 3

Abstract
This research article aims to Study: 1) examine the current conditions of the performance agreement (PA) development among teachers; 2) explore guidelines for improving the development of teachers’ performance agreements based on the Four Sublime States (Brahmavihara 4); and 3) present and evaluate the proposed guidelines for developing teachers’ performance agreements based on the Four Sublime States. This study employed a qualitative research methodology. Data were collected through in-depth interview guides and interviews with 15 participants. In addition, 5 key informants provided in-depth information, and a focus group discussion was conducted with 7 experts/participants. Data were analyzed using inductive analysis.
The research findings revealed that: 1) the development of teachers’ performance agreements in schools under Nakhon Si Thammarat Primary Educational Service Area Office 3 faced key challenges, including excessive workload due to teacher shortages and unclear workload criteria, limitations in instructional media and active learning practices, insufficient parental involvement and outdated student support data, constraints in time and budget for professional development, and the misalignment of identified challenges with the school context; 2) the proposed guidelines comprised five components: clarifying workload expectations, improving instructional practices, strengthening data systems and collaboration, promoting continuous professional development, and formulating context-based challenges, implemented through training, supervision, and systematic evaluation, with the integration of the Four Brahmavihara principles to enhance work effectiveness; and 3) the expert evaluation indicated that the guidelines were appropriate, feasible, and beneficial for improving the development of teachers’ performance agreements.
