Community Participation base on Environmental Justice

Abstract

            This research article aims to studying the principles of environmental justice, which emphasize that all people should benefit and participate equally in protecting the environment and reducing environmental burdens to prevent adverse environmental impacts on future generations. This study employs qualitative research methods, using primary data collected through interviews with 25 key informants. Secondary data obtained from documents, reports, articles, journals, books, laws, and regulations in both Thai and foreign languages.

            The research results were found as follows:- a key mechanism for promoting community participation in municipal waste management is the formulation of environmental public policy as a “basic policy” within local administrative regulations. And it should prescribe “Duties of Citizens” which is to prevent or reduce the use of products that may become waste in order to build a “Material-Cycle Society”. In addition, relevant laws and local administrative regulations should be revised to include the following: First, local administrative organizations must prepare a waste management plan for their respective jurisdictions, which is referred to as “Community Waste Management Plan”. Second, goals of waste management should be formulated and based on responsibility toward the environment and public health. Third, the mechanisms for community participation in waste disposal should be promoted through the implementation of “waste banks” in a manner that aligns with the community’s context and needs.
