The use of the Sangahavatthu to Develop the Duties of the House of Representatives

Abstract

            The objectives of the research article were to analyze and present the guidelines for applying the Sangahavatthu principles to develop the duty performance of Members of Parliament (MPs). This was done to enable MPs to perform their duties effectively, gain public acceptance, maintain ethics, and contribute significantly to the creation of a strong and sustainable democratic society. The study's findings were as follows: 1. Dana (Giving, Sacrifice, Sharing) was identified as providing opportunities, knowledge, and time, and making sacrifices for public benefit. It was classified into three aspects: 1) Legislative: This included proposing/amending laws and considering budgets. 2) Representation of the People: This involved assisting local constituents and dedicating time to listening. 3) Ethics: This pertained to financial transparency. 2. Piyavaca (Kind, Polite, and Reasonable Speech) was recognized as effective and constructive communication that reduced conflict. It was categorized into three aspects: 1) Debate and Expression of Opinions in Parliament: This encompassed using constructive and reasoned language and clear communication. 2) Communication with the Public: This involved speaking with respect and offering hope and encouragement. 3) Media Interviews: This related to accountability for spoken words. 3. Attacariya (Conduct Beneficial to Others) was defined as truly beneficial actions for the public good and dedication to public service. It was divided into two aspects: 1) Prioritizing Public Benefit: This involved policy decision-making and proactive problem-solving. 2) Oversight: This entailed honest scrutiny, and 4. Samanattata (Impartiality, Approachability, and Consistency) was understood as equality, non-discrimination, and fostering unity. It was differentiated into two aspects: 1) Impartial Performance of Duties: This involved adherence to principles and laws, and fostering reconciliation within parliament. 2) Caring for Local Constituents: This included providing equal service and being approachable and accessible.
