Local Self-management: Concepts, Principles, and Concrete Practices
Keywords:
Local self-government, Decentralization, Partnership governanceAbstract
Local self-government is a crucial mechanism for strengthening grassroots democracy and decentralizing power to the people. It provides opportunities for communities and local administrative organizations to jointly determine development directions, manage resources, and solve problems in accordance with the local context. This article aims to study the concepts, analyze key principles, and synthesize practical approaches and conditions for the success of local self-government. The study employs a documentary analysis method, collecting and analyzing content from textbooks, academic articles, research, laws, and policy documents related to decentralization, public participation, community self-reliance, and good governance. The synthesis results indicate that local self-government does not mean separation from the central government, but rather an adjustment of the relationship between the state, localities, and the people to enhance decision-making power and administrative capacity of areas within the legal framework. Key approaches include analyzing area potential, participatory planning and budgeting, developing community information systems, community-based resource management, promoting grassroots economics, and citizen-led monitoring. The article proposes a framework for self-government based on partnership governance, which links decentralization, local capacity, participation, and accountability. Success therefore depends on the appropriate transfer of power and resources, the capacity of local organizations, and comprehensive participatory mechanisms that can support efficient, equitable, and sustainable area development.
