บทคัดย่อ
บทความนี้ศึกษาภูมิหลังและการดำเนินนโยบายลดทอนการนำเข้าเสื้อผ้าและเครื่องนุ่งห่มใช้แล้วของประเทศสมาชิกประชาคมแอฟริกาตะวันออก (East African Community - EAC) ในช่วงปี ค.ศ. 2016–2018 ซึ่งเป็นความพยายามในการปกป้องและพัฒนาอุตสาหกรรมสิ่งทอภายในภูมิภาคผ่านมาตรการยกระดับภาษีนำเข้า โดยมีเป้าหมายที่จะยุติการนำเข้าสินค้าประเภทนี้ภายในปี ค.ศ. 2019 อย่างไรก็ตาม แรงกดดันจากสหรัฐอเมริกาโดยเฉพาะความกังวลเกี่ยวกับการสูญเสียสิทธิภายใต้กฎหมายกฎหมายการเติบโตและโอกาสของแอฟริกา (African Growth and Opportunity Act: AGOA) ส่งผลให้ประเทศสมาชิกส่วนใหญ่ยุตินโยบายดังกล่าว ยกเว้นรวันดาซึ่งยังคงยืนยันดำเนินมาตรการนี้ต่อเนื่อง บทความวิเคราะห์กรณีนี้ผ่านกรอบแนวคิดพาณิชย์นิยมใหม่ (Neo-mercantilism) และภูมิภาคนิยมแบบปิด (Closed Regionalism) เพื่ออธิบายแรงจูงใจเชิงรัฐชาติในการใช้มาตรการปกป้องทางเศรษฐกิจร่วมกัน และบทบาทของรัฐในการคงเสถียรภาพเชิงนโยบายของประเทศสมาชิกในบริบทของแรงกดดันระดับโลก
