An Approach to Value-Driven eBook Database Acquisition for Digital Library: A Case Study of Khon Kaen University Library

Abstract

This study aims to examine eBook acquisition models and identify practical approaches for purchasing eBook databases that improve cost-effectiveness in digital academic libraries. The study uses the Khon Kaen University Library as a case study and analyses acquisition data from the 2025 fiscal year (B.E. 2568). The analysis covers acquisition models, budget allocation, number of titles, and usage statistics. These data are used to assess cost-effectiveness and return on investment (ROI) across different acquisition methods. The results show that six eBook acquisition models are currently used: single title purchase, package purchase, annual subscription, Evidence-Based Acquisitions (EBA), Demand Driven Acquisitions (DDA), and consortium-based subscription. In fiscal year 2025, the total budget was 1,450,250.70 THB, providing access to 16,779 eBook titles, with 2,373 total uses. The average cost per use was 611.15 THB. Among all models, EBA recorded the highest usage (1,562 uses) and achieved a positive ROI, indicating better value for money. In contrast, package purchases and single title purchases showed lower performance, especially for package-based databases. In summary, the study suggests that an effective eBook acquisition strategy for digital libraries should combine Evidence-Based Acquisitions with consortium-based subscriptions and use usage data as the main basis for decision-making. This approach can help libraries use their budgets more efficiently while ensuring access to high-demand resources. However, some budget allocation is still necessary to support specialized user needs, together with ongoing evaluation to ensure sustainable collection management aligned with the institution’s vision of becoming a learning center for all.
