บทคัดย่อ
บทความนี้นำเสนอกรอบแนวทางเชิงบูรณาการโดยใช้ชุมชนเป็นฐานเพื่อแก้ไขปัญหาการใช้สารเสพติดในประเทศไทย ซึ่งต่อยอดจากบทบาทของผู้นำชุมชนที่มีผลต่อการจัดการปัญหาสารเสพติดระดับพื้นที่ ท่ามกลางสถานการณ์การระบาดของสารเสพติดที่ทวีความรุนแรงขึ้นในภูมิภาคเอเชียตะวันออกเฉียงใต้ บทความนี้เสนอกรอบแนวคิด \"4 เสา\" ได้แก่ การริเริ่มในชุมชนและพื้นที่ท้องถิ่น การสร้างระบบบูรณาการ การสร้างพลังชุมชน และการสร้างต้นแบบ ทั้งนี้ ยังเสนอแนวทางข้อเสนอเชิงนโยบายที่สอดคล้องกับกรอบแนวคิดดังกล่าว อาทิ การจัดตั้งกองทุนชุมชนป้องกันยาเสพติดการสร้างศูนย์ประสานงานบูรณาการระดับพื้นที่ และการพัฒนาเครือข่ายผู้เปลี่ยนผ่านชีวิต เพื่อเสริมสร้างระบบสนับสนุน ชุมชนอย่างยั่งยืนในการป้องกันและจัดการปัญหาสารเสพติด
