This aimed of this research were to study factors that affected non-use of library services by students and personnel: A case study of Thaksin University Library, to study expectations of students and personnel of Thaksin University of the library and to find guidelines for promoting the use of library services by students and university’s personnel. This study employed the qualitative method. The population of this research consisted of 1,726 students and personnel who did not use the library services. The sample size was determined by selecting 1 out of 10 subjects, with a total sample of 172 respondents. The instrument used in the research was an interview schedule and the data were collected from face-to-face and phone interviews. The data were analyzed using such statistics as percentage and descriptive analysis. The results of the study revealed that the factors that most affected the non-use of library services by students and personnel of Thaksin University were caused by personal factors: some people liked to read alone while others wanted to read with others in group. Nonusers had no time to come to the library and they searched for information from the Internet. Next to the personal factors were the factors of structure and operation of the library. Three factors that resulted in non-use of library services were: efficiency of the information system in the library-the internet signal was slow; the atmosphere in the library-reading seats were not sufficient for users, and strict library rules on users’ dress code. In terms of public relations of the public library, most respondents recognized the public relations, but most did not use the service nor participate in the program. Their learning system was not at all affected by non-use of the services. They opted for other learning sources which included mostly the internet system. As for the expectations, non-users of the services suggested that the library should be supply and promoting using the electronic information resources that library available, improvement of the efficiency of the library’s information system, additional facilities for the users and library’s regulations be reviewed and the library to provide instructions to service users.
