“Decentralization” as the structure, power relation development and some Challenges in Thai Local Administration

This article is decentralization as the structure, power relation development and some challenges in Thai Local Administration. It is aimed to understand in cleared definition and purpose of decentralization relating to context of decentralization development and structure in Thailand. It is considered with power relation between central and local administration including to analysis of some challenges of local administration. It will show the significance of decentralization, structuring of Thai decentralization, power relation development and some challenges of local administration in order to change to new adaptation of Thai local administration. Decentralization definition and purpose is to reduce the state power and develop the administration for response citizen in the sub-level relevant to democratic governance which is trying to create the decision processes in local self governing for stakeholder participation. In Thailand has power relation for long time in history as strong centralization and become to decentralization which is no absolutely including administration, politics and public participation. Its reason are not full function of autonomy by steering from central state, the power of central is still be high in human resources administration, Tax and budgeting administration , problem of relation between local politician and local government official including to decision participation processes is not relevant to the purpose of decentralization.
