Development of an Interlibrary Loan System for Kasetsart University Libraries Using Agile Scrum Framework

Abstract

             This study aimed to develop an interlibrary loan system for Kasetsart University by applying the Agile Scrum Framework in order to evaluate the system’s effectiveness in terms of service time, operational costs, and user satisfaction. The research was conducted using a research and development (R&D) approach, integrating the Agile Scrum Framework with clearly defined roles, including Product Owner, Scrum Master, and Development Team, and implementing system development through short iterative cycles (sprints). The developed system consisted of four main components: (1) an authentication and authorization management system, (2) a data management system, (3) an interlibrary loan request form system, and (4) a reporting and statistical analysis system. The target population comprised students, faculty members, and staff of Kasetsart University who used the system between June 2024 and January 2025.
         The results revealed that the application of the Agile Scrum Framework enhanced the systematic and flexible development of the system, enabling more efficient service management. Consequently, the average processing time for interlibrary loan requests was reduced from 1.20 minutes to approximately 50 seconds. In addition, the system contributed to a reduction in information resource acquisition costs totaling 2,055,100 Thai Baht, reflecting improved resource-sharing efficiency among university libraries. User satisfaction with the system was rated at a very high level, with an overall mean score of 4.71. Furthermore, the system supported inter-campus collaboration among library networks across all four campuses of Kasetsart University, with a total of 1,815 users accessing the service.
