กลยุทธ์ของผู้บริหารเพื่อสร้างพลเมืองดิจิทัลในสถานศึกษา

บทคัดย่อ


บทความวิชาการนี้มีวัตถุประสงค์เพื่อศึกษากลยุทธ์ของผู้บริหารสถานศึกษาในการสร้างพลเมืองดิจิทัล   ที่มีคุณภาพ โดยครอบคลุมตั้งแต่แนวคิดพื้นฐานของพลเมืองดิจิทัล ความสำคัญของการพัฒนาทักษะดิจิทัล           ในศตวรรษที่ 21 และบทบาทเชิงรุกของผู้บริหารในการขับเคลื่อนนโยบายเพื่อให้บุคลากรและนักเรียนสามารถ       ใช้เทคโนโลยีได้อย่างมีวิจารณญาณ รับผิดชอบ และปลอดภัย ผลจากการสังเคราะห์เอกสารพบว่า กลยุทธ์สำคัญประกอบด้วย 5 ด้านหลัก ได้แก่ (1) การกำหนดนโยบายและวิสัยทัศน์ดิจิทัลร่วมกัน (2) การพัฒนาหลักสูตรและบูรณาการเทคโนโลยีแบบข้ามกลุ่มสาระ (3) การพัฒนาสมรรถนะดิจิทัลของครูและบุคลากรผ่านชุมชนการเรียนรู้ทางวิชาชีพให้มีสมรรถนะดิจิทัล (4) การจัดสภาพแวดล้อมและโครงสร้างพื้นฐานดิจิทัลที่ปลอดภัยและเท่าเทียม และ (5) การสร้างภาคีเครือข่ายความร่วมมือกับผู้ปกครองและชุมชน ทั้งนี้ ความสำเร็จในการสร้างพลเมืองดิจิทัล     ที่ยั่งยืนจำเป็นต้องอาศัยผู้บริหารที่มีภาวะผู้นำเชิงดิจิทัล (Digital Leadership) ซึ่งมีความฉลาดทางอารมณ์           มีวิสัยทัศน์ที่ชัดเจน และสามารถสร้างวัฒนธรรมการเรียนรู้ดิจิทัลที่เอื้อต่อการเปลี่ยนแปลงในยุคปัจจุบันได้
