The Issues and Guidelines for Improving Efficiency in Procurement and Non-construction Contract Inspection Processes

Abstract

The objective of this research article is to study the processes and steps in the inspection of supplies and non-construction procurement in accordance with the legal framework governing procurement and public resource management. It aims to analyze issues related to the management of supply inspection and non-construction procurement
and provide recommendations for addressing these problems and enhancing the efficiency
of managing the inspection process for supplies and non-construction procurement.      

Based on the judgments of the Administrative Court and the discretionary rulings pointing out budgetary and financial discipline violations by the State Audit Commission, it has been identified that the procurement inspection processes within government agencies do not conform to official regulations. This results in a significant lack of efficiency in the inspection procedures, ultimately causing harm to state organizations. The outcomes of this research reveal the primary issues within the procurement inspection process, which can be summarized in three main areas: 1) Issues related to the Establishing criteria of the procurement inspection committee. 2) Issues related to the processes and steps involved
in inspecting procurements and non-construction contract work. 3) Issues related to the processes and steps involved in inspecting procurements and non-construction contract work. Based on the analysis of these issues, recommendations have been formulated to address the problems and enhance the efficiency of managing procurement and non-construction contract inspection processes in three key areas: 1) Defining the criteria for committee member appointments, 2) Establishing policies or issuing regulations for state procurement and materials management, and 3) Implementing measures for supervising, controlling, monitoring, and evaluating the committee’s In the government procurement process.
